OUR VISION
Our scheme provides £20m to improve the town and this can be used at rate payers and councillors discretion to enhance and improve the following types of facilities :
1. Access for all
Improved disabled access to pier, prom and beach using a pontoon system alongside the pier.
Improved facilities for minority groups including better signs and legible street finishes.
2. Children and young people
Play park at the Central Park to be a better facility than current limited age range of existing playground
Skate park re-located along sea front or close to town centre.
Provision of outdoor learning areas in the parks for outdoor schooling.
Areas for older children to safely congregate and express themselves without disturbing others (such as providing graffiti walls and areas for street dance etc) close to but outside the immediate town centre.
Improved signage on prom to include QR code education boards about local topics including Bognor Regis history, geology, ecology and artistic connections such as William Blake.
More vibrant range to the night time economy as well more safety for all members of the public at that time. Possibility of having a similar system to the ‘City Angels’ group that operate in Chichester to support the Police and Wardens.
3. Health and well being
Outdoor gym to be extended and improved from Seafront into the new Central park.
Improvements to the existing parks with more benches, sensory and education gardens.
Funds to help local charities (ideally based in Bognor and employing Bognor people) to help local people including homeless provisions and assistance to those who are physically or mentally disadvantaged.
Sports to be promoted for all ages and existing clubs (including 39 Youth Clubs, tennis clubs etc) encouraged with loans, grants or gifts. Clubs could work together to provide complimentary facilities.
4. Environment
Improved ecology with area of parks set aside for nature.
Green transport shuttle linking main regeneration assets and the tourist locations.
Improved cycle network linking Littlehampton to Pagham and Pagham to Chichester harbour with a safe cycle route.
Larger Central Park incorporating the current Hothampton Car Park, the sunken gardens and Waterloo Square into a cohesive, pedestrian focused and accessible green space.
More green space than existing at all the sites.
Linear park along much of the seafront linking Felpham to West Bognor.
Green roofs with PV panels on all new buildings proposed.
Car charging points possible at all newly created car parking spaces.
Bike stations throughout town for both individual’s bikes but also hire bike schemes.
Latest building technology keeping energy consumption as low as possible.
Improved tree boulevards linking key sites, the sea and transport hubs which will be accessible for all. Secure by design, well lit, as well as reducing the heat sink affect of town centres for expected climate change conditions.
Improved budget to clean the town (it’s pavements, roads and public buildings including necessary signage, benches and bins).
Improve all the existing assets owned by Arun including the beach toilet blocks, band stands, beach cafes , cafes in parks, buildings in Waterloo square and high street owned by Arun.
Providing underground car parking taking noisy cars off the streets to enable streets to become more people friendly.
To close off part of the Esplanade to encourage safe access and connection of the town to the beach. The Esplanade will then no longer be a rat run for vehicle movements and become an access only area. This slows down vehicles and stops the desirability of using that route to get across town. There will still be parking provided with more priority for disabled spaces. There is no longer the need for this through route now that the A259 has moved to the North.
There is a need to plan for environmental changes (underground car parking provides basins for storm surges and ground floor commercial and leisure units keep residents safe on upper floors).
Investigate possibility of new wave generator technologies to act as artificial reefs, moorings and coastal erosion defences.
5. Wider tourism and job opportunities
Lobbying Network Rail and Southern Rail to provide a daily fast train to London
“The commuter train”.
Use local builder's merchants and local contractors so the project will generate hundreds of local construction jobs over a 5-10 year period.
On going maintenance jobs for local contractors.
Provision of over 10,000 sqm of commercial and leisure designed to provide hundreds of jobs for all types of pay grade.
Small live / work and commercial units at London Road suitable for starter or small businesses.
Scope to provide a hotel or serviced apartments in the most suitable location which could be at Hothampton car park site or at The Regis centre car park for dependent on demand.
Improvements to pier to encourage deep water mooring at the end of the pier to enable larger boats linking Bognor to Brighton, Chichester Harbour and the Solent.
Improvements to the existing slip ways at boat pound, near Wood Lane and Gloucester Road.
Improvements to Fitzleet multi storey car park to be more accessible and clearly signed, made safe and well lit with electric charging points for cars and bike stations. To utilise the views from the top as an asset for the community.
Boat haulage facility to remove and store boats for winter.
Set aside budget to assist local sailing clubs ( Felpham / Bognor and Pagham ) with improvements to all facilities to form a linked watersports coast line.
Consider viewing decks or areas at top of Hotham House bell tower, top of Fitzleet car park or as part of the refurbishment of the Alexandra theatre.
Work with local interest groups such as Chamber of Commerce to create best opportunities ;
Provide a range of activities, venues, public spaces, accommodation and commercial space to encourage the University students to stay and work in the area. Particularly building on the success of the University’s Tech Park. All of which can be achieved within the proposed sites and the public realm improvements within this vision.
6. The Arts
Encourage the arts by refurbishing the Alexandra theatre to become a creative hub for the region, embracing a full range of productions, conference facilities and exhibitions.
Having dedicated areas for individual street art as well as more public art.
Connections to William Blake and other notable artists of the past.
7. Affordable Housing
Provision of 30% affordable houses enabling the least financially able to stay in Bognor and buy homes in Bognor close to their work and families. The aim is to set up a Bognor Community Land Trust that will have the ability to prioritise both the type of affordable housing provided and the local connection. Housing Associations have less flexibility on the type and priority list for who they let or sell to.
8. Future Income
Arun District Council will be left with a significant number of lettable parking spaces and large floor areas of commercial or leisure facilities which can be rented out or sold to provide significant income for the town and give it financial certainty for the foreseeable future.
Under our proposals there is no loss of the ‘crown jewels’.
9. Working with the Community
Align working with the existing groups such as Bognor Regis BID and Bognor Regeneration Board to avoid overlapping work and build on what has already been achieved.
Through open discussion establish what is essential and how best to achieve it, and to keep the community informed on all the options available ahead of decisions being made to genuinely allow as many different opinions as possible to affect the outcomes. Whilst appreciating that no one proposal will be seen as the best by every individual.
Working with Arun DC and Bognor TC and other groups to form an update to the Masterplan for Bognor Regis that will be both flexible and wide ranging to produce the guidance needed to enable change.
10. Transport and Public Movement
We have made an initial proposal to increase the ease and safety of moving around Bognor Regis as well as to and from the town (by means other than by private car). We have also planned that car access and parking is changed to increase the desirability of Bognor Regis as a place to visit and live. The detail of this proposal can be seen in the link below.
